One man is dead and a driver is facing no charges following a Thursday morning accident in unincorporated Norcross, near Interstate 85.

According to Gwinnett County police, the deceased man is 67-year-old Douglas Ezell of Norcross.

Police say the man was hit in the 6400 block of Dawson Boulevard when a garbage truck backed into him about 8:30 a.m. He died at the scene.

"The investigation revealed that the garbage truck was properly backing up after emptying a Dumpster at the location," officials said in a press release. "Ezell was loitering in the parking lot and approached the truck in a blind spot."

The garbage truck was driving at a low rate of speed, police said. And, the driver of the truck is not facing charges at this time.

An employee reported to police "that Ezell was often seen loitering in the parking lot. He showed up nearly every day and used binoculars to look across I-85," according to the press statement.

The employee also said that Ezell tried to hide his actions and did not answer questions regarding what he was doing, however police said they were never called for any suspicious activity there.

Additionally, police said that Ezell had never been arrested by the Gwinnett County Police Department.

The investigation into the pedestrian fatality continues.
